Personal Online Banking Transaction Rules of Bank of China Limited


(Effective 8 December 2019)

 

Article 1 The customers who have opened the Great Wall Electronic Debit Cards, Credit Cards, Quasi-Credit Cards and passbooks (current account, all-in-one current account and all-in-one fixed account) with the banking outlets of Bank of China Limited ("BOC") may open the BOC personal online banking service through the online self-registration or counter-based registration. Those registered customers for online banking shall transact the online banking service in accordance with these Rules.

Article 2 Inquiry Version, Transaction Version and VIP Version services are available for the BOC personal online banking, where, the former can only provide account information inquiry, and the latter two provide customers with service functions including account information inquiry, financial IC card, transfer and remittance(including: reservation transfer), Batch transfer, cross-border remittance, funds collection, credit cards, pension funds, foreign exchange purchases & sales, T-bond purchases & sales, fund trading, precious metals, Shuang Xiang Bao, B-share bank-securities transfer, third party custody, bank-futures transfer, agent precious metals, precious metal accumulation, BOC wealth management plans, exclusive online wealth management, structured wealth management, Insurance, options, small-value foreign exchange, loan management, global account management, BOC Wealth Express, temporary loss-reporting of debit cards, inter-bank cash management, online banking payment, quick card payment, online funding payment, UnionPay inter-bank payment without cards, link in an account, application for promissory notes/drafts, Utility Payment, scheduled opening of third party custody account, the package on the number of remittance transactions, Password-based remittance, card-not-present withdrawal via ATM, wisdom master account, Opening of Demand/Time Account, Virtual card, Recharging of prepaid card, reservation for changing to non-prefabricated debit card, security questions setting, inter-bank cash pooling, large CD and loan repayment package.

BOC will provide different service functions based on the service modes applied by the customers and the identity verification methods, and the BOC online banking (BOCNET) will continue to update itself in order to offer different services and products to meet the changing financial service needs of customers. The customers using online self-registration can only use the BOC Personal Online Banking Inquiry Version services. Customer can upgrade the service version by showing valid identification materials required by BOC to the counters.

Function of setting security questions by customer: The function of setting security questions by customer is a method adopted by Bank of China for reinforcing verification. For first logon to Bank of China online banking, the user shall set security questions before entering into online banking for operation.

Article 3 BOCNET provides around-the-clock services, but specific service items have different beginning and expiration time each day, so that the customers shall transact during the time of availability. Any transaction order received after daily expiration time of each specific service item will be deemed to be served and processed on the next banking day.

Article 4 The first-time user of the BOC personal online banking service shall be attentive to:

1. The customers who registered for the personal online banking service at counters shall customize the online banking user ID after logging on the system with the logon serial number printed on the service slip (6-20 digits combination of figures and letters); The customers who self-registered for the personal online banking service shall customize the online banking user ID set during registration, which cannot be modified once it is confirmed by the customer.

2. The customers who registered for the personal online banking service at counters shall change the 6-digit numerical password set at the counter during registration to a new logon password pursuant to the requirements of User Security Mechanism (8-20 digits combination of figures, English letters and punctuations, case-sensitive). To improve the customer’s safety in using online banking, we suggest changing mobile banking password at regular intervals.

3. Please customize the reserved information in time, so as to effectively identify phony websites.

Article 5 Security verification tools (or "identity verification tools") for online banking include e-Token, BOC SMS Code and USBKEY digital certificate. A customer may apply for different security verification tools according to his/her need. A customer must use the user ID and login password to enter the online banking system. If user ID and password entered are incorrect, the customer needs to enter the verification code. A customer can carry out relevant high-risk transaction only after the validation of security verification tools. All the transactions made using the customers’ mobile banking user ID, login password and security verification tool shall be deemed done by them. When the customers use the mobile banking services, the customers’ mobile banking user ID, login password and security verification tool shall replace the inquiry and withdrawal passwords of all their linked accounts and cards for online banking. The customers shall reserve correct mobile phone numbers and select to activate BOC SMS codes to ensure the safety of funds and transactions. Relevant notes and risk reminder about BOC SMS Code are given below:

1. BOC SMS Code is a service provided by BOC to customers for security verification during online transactions like transfer and online payment.

2. The customers shall reserve mobile phone numbers and ensure the authenticity and accuracy of those numbers when opening the BOC SMS Code service. The customers will assume responsibility over any loss from the failure to receive the SMS or BOC SMS Code verification information leakage due to the incompleteness or incorrectness of the reserved mobile phone numbers. The customer shall make timely modification at the outlets of BOC if his/her mobile phone number is changed. A customer will take responsibility over any loss due to the failure to receive the SMS or BOC SMS Code verification information leakage as a result of his/her untimely modification.

3. A customer shall check BOC SMS Code verification against the current transaction, and enter BOC SMS Code after confirming the transaction provided no mistake thereof. Otherwise, the customer will assume responsibility for any loss.

4. BOC may charge some fees over some services during the provision of BOC SMS Code service. The charging standard is subject to the service prices published by BOC.

5. BOC will hold no liability for any failure of transactions and consequent loss due to force majeure and the other non-bank reasons (such as incorrect or invalid customer’s mobile phone number, mobile phone power failure, charge overdue, and no service coverage).

6. BOC shall keep the mobile phone number of a customer as confidential information, except otherwise regulated by the State laws and regulations.

Article 6 To use the BOC online banking service, the customers shall ensure the safety and confidentiality of the passwords and security verification tools used by them, including but without limitation to:

1. Not write down the password in a clear-text form or disclose it by other means;

2. Not divulge the password to anyone else including the BOC staff (the BOC staff are unable to and need not know such password for provision of all the services relating to online banking to the customers);

3. Timely destroy the envelope containing password or any other notice about the password after the first-time use of the online banking service;

4. Not use the password easy to guess or crack (e.g. birthday, telephone number or other personal information or group of regular figures/letters) or relevant to a third party (e.g. identical to that of email);

5. Not record the password in any software holding passwords automatically (e.g. hint window for "Saving Password" displayed on any computer screen or any similar function in the WAP browser);

6. Change the password in a regular or irregular way, avoid the rotation of two passwords;

7. Avoid transmitting the online banking password via SMS or email;

8. Not tell own e-Token and BOC SMS Code to others;

9. Do not make any transfer or remittance when receiving any strange call, SMS and online transaction message. Please immediately call the BOC customer service hotline or 110 for consultation and reporting, to avoid frauds;

10. During the use of online banking, review any payment instruction received by checking such important information as the name, account and mobile phone number of payee, amount and currency, and make payment after checking true and correct;

11. Pull out USBKEY, exit online banking system and then close relevant pages, after completing the online transaction by means of USBKEY; and

12. Properly keep user ID, login password and security verification tool, as well as important identity certificate, passbook and bank card relevant to e-banking. Do not give them to others for custody and use. Do not put them in unsafe places.

Article 7 The expiration of E-Token or digital security certificate will lead to transaction failure. Therefore, customer shall bear the validity period of e-Token or digital security certificate in mind and lodge an application on renewing them to the Bank three months before such expiration.

Article 8 Where a customer enters wrong user ID or password for five consecutive times a day, BOC will temporarily lock up his/her online banking account on the day and the system will unlock the account automatically on the next day or the Bank will unlock it after authenticating his/her identity on the current day; where a customer fails to authenticate his/her user ID or password for 15 consecutive times accumulatively, BOC will freeze his/her transaction qualification, and the customer shall recover the forgotten user ID or reset the password at the counter of a banking outlet with his/her valid certificate and any linked account for online banking. The customer may continue handling counter-based transactions when his/her qualification for online banking transactions is frozen.

Where a customer enters wrong e-Token or BOC SMS Code for five consecutive times a day, BOC will temporarily lock up his/her online banking security verification tool function on the day and the system will unlock the account automatically on the next day or the Bank will unlock it after authenticating his/her identity on the current day; where a customer fails to authenticate his/her e-Token or BOC SMS Code for 15 consecutive times accumulatively or fails to authenticate his/her USBKEY for five consecutive times, BOC will suspend the functions of this security verification tool, and the customer shall unlock it or apply for a new tool at the counter of a banking outlet with his/her valid certificate and the locked verification tool.

Article 9 The uniform limits set by the system are different based on different verification methods of customers’ identities. The customers may set the self-trading limits less than the uniform limits by the system through the setting function in the online banking services. According to regulatory requirements, customers may set daily and annual accumulative limits for transfer to others via online banking and mobile banking at counter. The ceilings at bank end for the limits are daily accumulative of RMB500 million and annual accumulative of RMB50 billion Maximum daily accumulation of 100,000 transactions. Meanwhile, if the daily accumulative limit for transfer of a customer to others exceeds RMB300,000, the system will send an alert to the customer when the transfer transaction is submitted. The existing uniform limits (in RMB) by the system are specified below:

Notes:

1. Transfer-out upper limit of the Great Wall Credit Card is controlled by the limit of the issuing system. Currently, the upper limit for transfer-out of a single transaction or total amount of a single day is RMB 5,000,000.

2. Online payment limit will be set based on the merchants and card types (debit card, Great Wall card, and BOC card, etc.) under the above limits respectively. Details are subject to the announcements of merchants.

3. Limit of agent bill payment will be set based on different types of agent bill payment provided by different branches under the above limits respectively. For details, please refer to the announcements of local branches or system reminders.

4. Limit of bank-futures transfer will be set differently by different futures company according to their respective rules.

5. According to the prevailing provisions of the State Administration of Foreign Exchange, the daily accumulative foreign currency cross-border remittance below USD50,000 equivalent can be handled directly through online banking, and the foreign currency cross-border remittance over USD50,000 equivalent needs to be handled at the counter with certificates provided by customers.

6. Each intra-BOC transfer, domestic inter-bank transfer, cross-border remittance and online payment in the BOC Online Banking Transaction Version and VIP Version shall subject to verification of the security verification tools.

7. The customers that need large-value transfers through online banking can apply for contracting the designated payee at the banking outlet of BOC and conduct large-value transfer by intra-BOC transfer, domestic inter-bank transfer (including ordinary transfer and real-time transfer) and repayment for unlinked credit card. Please contact the lobby managers or banking outlets of BOC for relevant information.

8. Intra-BOC transfer and remittance, non-linked credit card repayment and active collection share a unified daily cumulative transaction limit.

Article 10 The customers shall ensure to logon the correct website of BOC (http://www.boc.cn). Please enter this website directly or add it into the "Favorites", and avoid indirect visit of BOC website by email or other hyperlinks. BOC provides customers with the reserved information validation service to help them effectively identify phony websites. The customers are advised to timely set or check the reserved information upon the first-time use of the online banking service, and not disclose such reserved information to the inquiries by anyone else, other websites, telephone or SMS except handling business with BOC.

Article 11 The customers shall ensure a secure computer environment and safe information saved in the computer systems and communication systems when making use of the online banking services. Please download and install the Active X provided by BOC for protecting the security of client, regularly download and install the latest security programs or patches for the operating system and browser, install firewall, install and update the anti-virus software.

Article 12 The customers shall pay for using the BOC online banking services based on relevant charging standard published by BOC. Except otherwise agreed, BOC will deduct annual service fees and other fees from the customers’ registered accounts for online banking and deduct transfer & remittance fees from their transferred-out accounts.

Article 13 The customers shall open services at counters if they intend to apply for investment functions such as online banking B share bank-securities transfer, third party custody and bank-futures transfer. While handling foreign exchange purchases & sales, T-bond purchases & sales, precious metal purchases & sales, third party custody, bank-securities transfer and small-value foreign exchange, customers should obey the trading rules and operational guides made by supervisory authorities of foreign exchange trading, T-bond trading, securities trading, futures trading and small-value foreign exchange, and sign a supplementary agreement with online banking of BOC and complete the verification of security verification tools at the first use of those trading services.

Article 14 To facilitate customers’ online payment, BOC provides the "BOC Quick Payment" service for cardholders, which is based on BOC bank cards (including debit cards, Great Wall Cards and BOC cards, etc.). The customers can self-open the "BOC Quick Payment" service and pay for the order after getting through necessary identity verification during the first payment for "BOC Quick Payment" orders. After passing the verification of bank card number, mobile phone number, name, certificate information, BOC SMS Code and bank card password and completing registration and sign-up, the customers can then conduct online payment by means of verification with bank card number, mobile phone number and BOC SMS Code. Meanwhile, the customers can also log onto the access page to enable or cancel the "BOC Quick Payment" service. The limit of "BOC Quick Payment" shall be set flexibly based on various merchants and types of cards, subject to relevant announcements of merchants.

Article 15 BOC will publish an announcement in advance to remind its customers before updating of the website or online banking service. Customers shall use other channels of BOC such as counter service and phone banking to complete the transactions, in case the online banking service is suspended due to service upgrade or is not available as a result of force majeure.

Article 16 In accordance with the national provisions and regulatory requirements, BOC will regularly check the applicability of these Rules, update it out of the business and technology development needs on a timely basis, and make prior announcement by suitable means. Please regularly read these Rules. The BOC online banking service users shall comply with these Rules.

Article 17 BOC will make prior announcement with respect to its system upgrading, business change or charging modification, or any amendment to these Rules according to business development needs, and it will not inform the customers individually. For any dissent, the customers have the right to cancel relevant online banking services. The customers are deemed to agree with and accept such amendment or change if they do not cancel or continue to accept relevant services. The amended or modified businesses or Rules will prevail.
